St. Augustine of Hippo Episcopal Church (former All Saints’ Free Church) is a late Federal/early Greek Revival style ecclesiastical building constructed between 1827-1829, whose design was attributed to John Heath. The Church was designated an Individual Landmark by the Landmarks Preservation Commission (LPC) in 1966; and was included in the Lower East Side Historic District listed on the New York State (SR) and National Registers (NR) of Historic Places in 2004 (SR) and 2006 (NR), respectively. The developer is working with the Church on a Zoning Resolution 74-711 Special Permit to include demolition of the Church Annex, construction of a new mixed-use 21-story tower, barrier free upgrades at the Church’s East areaway, and exterior restoration of the Church.
Li/Saltzman Architects performed archival research, documented the chronology of alterations, developed a conditions assessment and preservation approach, drafted prioritized treatment recommendations, and prepared Construction Documents for the exterior envelope of the Church. The goal of the Church’s exterior restoration is to achieve a first-class sound condition, meet the 74-711 Special Permit preservation purpose requirements, and assist in establishing a harmonious relationship with the new adjacent development. The project was approved by the NYC Landmarks Preservation Commission at Public Hearing; permit approvals from LPC, the NYC Department of City Planning ZR-74-711 and ULURP Certification are pending.
